Rhode Island submitted for approval to the Centers for Medicare & Medicaid Services (CMS) the Rhode Island Global Consumer Compact Waiver, under which the state proposes to accept a capped allotment of Medicaid funds from the federal government in exchange for much broader discretion in the operation of its Medicaid program.
